According to news “Bengaluru: Raids by Income Tax department officials at former deputy chief minister G Parameshwara’s college could draw more probes by other central agencies, now that it has set off questions about the quality of admissions in all deemed universities.

The I-T department plans to alert the regional economic intelligence agencies’ committee on this, after Parameshwara’s nephew allegedly signed a confession statement admitting to the way in which they used agents to fill medical seats in their colleges at exorbitant rates.

Parameshwara’s nephew, Dr GS Anand, who is a member of the governing body of Sri Siddhartha Medical College (SSMC) and was running the show for the family’s education businesses, has reportedly admitted to the ‘modus operandi’ of how the deemed university was able to by-pass the admission process through merit-based National Eligibility cum Entrance Test (NEET) to make way for students with very low ranks.

The modus operandi was simple — get students with high NEET ranks to select seats in the college, hold these selected seats until all rounds of seat-selection (first, second and mop-up rounds) were completed.

Once that was done, they would be encouraged to give up their MBBS seats in the private university, so that these seats would be vested back with the management to be filled with students of their choice.

Among the 10 lakh students who appeared for NEET this year, the 30,000 MBBS seats were mostly filled by the top 50,000 rank-holders in the country, though at the end of the mop-up rounds, about 1.50 lakh students were able to get admission in colleges. Hence, 1.5 lakh was the cut-off rank at the end of admission process.

However, later, when many of these students dropped out, students with as low rank as 5 lakh or 8 lakh-plus were able to get into the Siddhartha Medical College.

This was possible because the proxy students, who got admitted initially and backed out, ended up creating a huge vacancy in the college.

These were then filled with students of low-merit who had already booked their seats through touts, aware of the impending vacancies.

At SSMC, 185 of the 300 seats went vacant towards the last round of admissions, all of which got filled last month.

Each seat was sold for as much as Rs 50 to 65 lakh, pegging the whole scandal at Rs 100 crore for the year.

“We first noticed there were social media messages about easy medical admissions.

When we probed the admissions in this college, we noticed a pattern where a majority of these 185 students were from the same coaching centre or affiliated centres in Kota, Rajasthan. That set us off on this modus operandi.

Some of these students were already studying in government medical colleges in Rajasthan, some were in second or third year of their course.

They had no reason to take admission in this college — they did it solely for the purpose of dropping out later,” said R Ravichandran, Principal Director of Income tax (Investigations).

He said at the Sri Devaraj Urs Medical College, another deemed university in Kolar that was raided, about 30-plus such admissions were noticed.

Dr Anand has allegedly admitted to having used agents to find students who are willing to pay huge fees for their seats, while also enlisting top-ranking students who would be willing to take admission and then back out at the last minute.

“We had sent an officer as a decoy to this college to seek admission.

It was only after our suspicions were confirmed, that the raids were conducted,” said Ravichandran.

Nearly Rs 5 crore in cash has been seized during the raids on Siddhartha group of institutions, while evidence of another Rs 5 crore in deposits in the names of employees has been collected (seen as undisclosed amounts).

However, this is only what was recovered from the proceeds of this year’s admission scam.

Incriminating documents about the racket being underway over the last three years have been found during search operations.

Officers found documents stashed in an empty room in the girls’ hostel which is currently being probed for possible irregularities over the last three years (2016, 2017, and 2018).

NEET was conducted for the first time in 2016.

Another senior officer who spoke on condition of anonymity told News18 that if merit rules of NEET can be by-passed so easily, it raises serious questions on the quality of doctors who are produced by these universities.

“There are costs for everything — admission, attendance, even for not passing an exam.

That is the job for other regulatory bodies like the Health University or the Medical Council to take up,” he said.

Misuse of the NEET process would probably merit a probe by other central intelligence agencies like the CBI and that is being mulled.”

NEET impersonation scam: TN govt directed to re-verify details of all MBBS freshers

The National Testing Agency (NTA) had earlier handed over credentials of 19 students suspected of hiring impersonators to give NEET on their behalf.

The Madras High Court on Wednesday ordered the National Testing Agency (NTA) to hand over the thumb impressions of the 4,250 students who were admitted to various MBBS courses this year in Tamil Nadu to the CB-CID.

The court also ordered for the profiles of all MBBS students admitted in the academic year 2019-20 to be re-verified.

This direction comes a day after the testing authority gave the profiles of the 19 students from Tamil Nadu who had chosen to write NEET in centres outside the state.

A bench comprising Justice N Kirubakaran and Justice P Velmurugan said that officers who verified the students’ dresses and hair had failed to cross-check their faces.

The bench added that in the future, face recognition also be used for students appearing for the exam.

The court also added the CBI as a respondent in the case, since the probe may have to be extended to other states as well.

Furthermore, it ordered the Tamil Nadu government and the Centre to tell the court the steps that they will take to ensure that the test is conducted fairly in the future.

The judges also said that if the seats obtained by the students through impersonation infringed upon the seats reserved for students from the SC/ST categories, then provisions of the Scheduled Caste and Scheduled Tribes (Prevention of Atrocities) Act must also be added.

The CB-CID submitted in court that it has arrested six persons, including four students, in connection with the case so far and that 19 other suspects have also been identified.

According to the CB-CID, teams have been formed to reportedly ‘verify the credentials of the 19 suspects.

The court will take up the matter next on October 24. Meanwhile, the court has also restrained the media from revealing the identities of the students who are being probed.

The NEET impersonation scam came to light when the Dean of the GMC in Theni got two emails from a man named Ashok Krishnan, who alleged that a first-year student who had hired an impersonator to appear for NEET on his behalf.

The Dean then had conducted an internal inquiry and filed a police complaint on the issue.

The case was transferred from Tamil Nadu police to the CB-CID, which proceeded to arrest students and their parents who were allegedly involved in the impersonation.

MBBS admission 2019: एमबीबीएस में प्रवेश के आखिरी दिन कम रैंक वाले छात्रों पर बरसी कृपा

इस साल उत्तर प्रदेश के आधा दर्जन से अधिक निजी मेडिकल कॉलेजों ने एमबीबीएस में प्रवेश के आखिरी दिन नीट में सबसे खराब रैंक लाने वाले परीक्षार्थियों पर भी जमकर कृपा बरसाई है।

आलम ये है कि नीट में अखिल भारतीय स्तर पर आठ लाख से भी नीचे की रैंक लाने वाले दो परीक्षार्थियों को अलग-अलग मेडिकल कॉलेजों में प्रवेश मिला है।

वहीं, छह से आठ लाख के बीच रैंक लाने वाले छात्र-छात्राओं का भी आखिरी दिन कई मेडिकल कॉलेजों में प्रवेश हुआ।

यूपी के चिकित्सा शिक्षा निदेशालय से मिले आंकड़ों से यह खुलासा हुआ है।

उत्तर प्रदेश की राजधानी लखनऊ में स्थित प्रसाद मेडिकल कॉलेज में प्रवेश के आखिरी दिन यानी 31 अगस्त को तीन एडमिशन हुए।

इसमें दो में परीक्षार्थियों की रैंक क्रमश: 821780 और 785620 है।

इसी तरह मेरठ के सुभारती मेडिकल कॉलेज में 31 अगस्त को 15 एडमिशन हुए।

इसमें आखिरी तीन परीक्षार्थियों की रैंक क्रमश: 818777, 723854 और 717184 है।

इसके अलावा, चार परीक्षार्थियों की रैंक छह लाख से नीचे है।

खास बात ये है कि सुभारती मेडिकल कॉलेज ने आखिरी चरण में होने वाली काउंसलिंग के लिए एक सीट शेष घोषित की थी।

जबकि इसमें 28 अगस्त और 31 अगस्त को मिलाकर कुल 17 परीक्षार्थियों को एडमिशन दिया।

इसके अलावा, लखनऊ के करियर इंस्टीट्यूट ऑफ मेडिकल साइंसेज ने आखिरी दिन 737486 रैंक के परीक्षार्थी को, बाराबंकी के मायो इंस्टीट्यूट ऑफ मेडिकल साइंस ने 726281 रैंक के परीक्षार्थी को प्रवेश दिया है।

एक तरफ अच्छी खासी रैंक वाले हजारों छात्र-छात्राओं को एमबीबीएस में प्रवेश न मिलने और दूसरी तरफ इतनी नीची रैंक के परीक्षार्थियों का एडमिशन हो जाने के सवाल पर यूपी में एमबीबीएस की काउंसलिंग कराने वाली संस्था चिकित्सा शिक्षा निदेशालय के महानिदेशक डॉ. केके गुप्ता ने दबे स्वर में स्वीकार किया कि कुछ गड़बड़ी हुई है।

हालांकि, कोई कार्रवाई करने के सवाल के जवाब में उन्होंने कहा कि आप हमें लिखित में शिकायत करें तो हम जांच कराएंगे।

ऐसे होता है मेडिकल में प्रवेश का खेल

मेडिकल एजुकेशन एक्टिविस्ट विवेक पांडेय के मुताबिक, निजी मेडिकल कॉलेजों में आखिरी दिन होने वाले एडमिशनों में सबसे अधिक गड़बड़ी होती है। कॉलेज प्रबंधन और दलाल मिल कर दूसरे राज्यों के ऊंची रैंक वाले छात्रों से मेडिकल कॉलेजों में सीट ब्लॉक करवा लेते हैं। इन छात्रों से आखिरी तारीख को अंतिम समय पर सीट खाली करवाई जाती है और उस समय पहले से तय सौदेबाजी कर चुके छात्रों को एडमिशन दे दिया जाता है। यही कारण है कि आखिरी दिन सबसे कम रैंकिंग वाले परीक्षार्थी भी प्रवेश पाने में कामयाब हो जाते हैं।
